Sheffield Wednesday Faces a 'Significant Problem', Says Independent Regulator

'Our role is integral to football's future' - newly appointed regulator the new chairman

The team's persistent issues represent a a "significant problem" and the new football authority is looking to gain the ability to investigate clubs in similar circumstances, its new chair the regulator has declared.

During an extensive discussion, the chairman, who was recently selected, expressed "sympathy" towards supporters of the Owls.

The chairman convened with four supporters' associations associated with the Championship side in recent days.

The football club have been struggling on and off the field in 2025, with the club failing to pay players on time on multiple instances, including in September.

"Evidently Wednesday represents a significant problem for EFL and a significant problem for football," Kogan told.

"Wednesday stands as one of the iconic names for English football and recently we have met supporters' organizations.

"We are seeking authority... which will allow us to have the club and similar situations submitted for our review if they need to be investigated and acted upon."

Financial Struggles and Leadership Concerns

The team's struggling chairman the Thai businessman stated during the off-season he would be open to selling the club at their home ground, but he has been unable to finalize an agreement with interested parties.

Missed wage deadlines on time in earlier this year caused limitations by the league officials in mid-year, stopping Wednesday from completing any player acquisitions for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Authority's Position

Kogan said: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where people are committed to a community organization that has been part of their lives in numerous instances.

"I fully appreciate the club's situation, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for factors unrelated to the supporters."

When asked if the regulator could force an proprietor to divest a club if they are deemed unsuitable, Kogan said: "When asking whether 'would we intervene in the final instance?', the answer is once we collect the information and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be considered the final option and the authority would rather to cooperate with proprietors.

"The final option we would consider is commence engagement with an individual club, an specific proprietor, without being in a position to cooperate with that chairman to fix the challenges confronting the team and the owner's facing," the chairman stated.

"However, realistically, when you review the record of football, over the past few decades there have been some owners, not many, but certain individuals who have acted carelessly in the approach they have taken toward their organizations and finally refuse to accept accountability for the coming years."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with delegates from multiple organizations to lay out the remit of the oversight body this week and maintained it represented a "progressive gathering" with a "substantial involvement" from the grassroots to elite level.

"The role holds considerable importance, because if we get it wrong, if the football community fails, the extraordinary progress that's been made might evaporate rapidly," Kogan said.

"And that's what nobody wants in the realm of domestic football is a huge success story - we must maintain momentum.

"Substantial financial resources flowing into the game and has come into football for the last 20 or 25 years, because there's no guarantee it will persist in entering the game, which is one of the reasons why I think we have to adopt a precise perspective on risk and of course, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but Kogan said: "I completely endorse the success and growth as an economic entity of the top division.

"I of all people understand the concern of undermining the Premier League as a premium product of England. But concurrently, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, actually, they have been advising us privately they have a considerable comfort."

Political Connections

The regulator remains subject to a "full inquiry" by the public appointments commissioner after he revealed he contributed money to the political party in recent years.

The official donated money to government minister the minister's leadership bid, along with that of the current Prime Minister.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the regulator explained.

"I am no longer involved in any type of partisan engagement."
