A Alert for Keir Starmer drawn from His Personal Past: Without Boldness regarding Britain's EU Exit & the EU, Your Party Challengers Shall Be.

Seven years ago, it took just eight words to energize the party's annual gathering and to show Labour was becoming disillusioned with its then leader. While not precisely stirring rhetoric, the phrase were greeted with wild cheering as delegates stood for spontaneous acclamation.

As the commotion died down, the then-Brexit spokesman, remained at the lectern, blinking in surprise. He wasn't really accustomed to his speeches producing such a reaction. All he had said was: "We are not excluding remain as an option". But context is everything.

In that deeply polarized period of 2018, straying from his agreed text in this way was always going to be seen as issuing a challenge to Jeremy Corbyn, who sought to prioritize leave supporters in key constituencies above the pro-European instincts of his party. In just one speech, this grey-suited shadow Brexit secretary underwent a transformation – albeit temporarily – into a risk-taker who would stand up for the party's base against a leader he would later replace.

The Shift of Stance and Settled Issues

Since then, the landscape has shifted, not least to Starmer himself. An early move after taking over in 2020 was to declare the EU question was resolved by the previous year’s national vote. During the most recent campaign, he repeatedly emphasised manifesto “red line” commitments that forbade re-entry into the European Union or its core structures.

Similar to Corbyn, the PM's approach has focused on winning pro-Leave voters in key seats, even if polling evidence indicates a significant number have passed away or shifted opinion.

A Lid That Rattles on Europe

However, it’s now Starmer is now to be an embattled Labour leader. While EU relations may not be the central crisis of British politics, a lid that has been kept firmly shut since Brexit is starting to loosen once more.

Both Starmer and Rachel Reeves have ramped up their language about the devastation caused by Brexit has caused to the UK’s economy. It’s a useful stick to criticize the Reform UK leader, who seldom discusses how leaving the EU was once his singular purpose and is still his sole political accomplishment.

And yet, the extent of the economic harm, which by some estimates has resulted in a national economy that is between 6% and 8% smaller compared to EU membership, towers over the minor adjustments so far offered by the government. Starmer’s so-called re-set deal agreed with Brussels in 2024 provides gains measured in fractions of a percent.

Internal Pressure & Ambitious Proposals

The chancellor is one of those trying to overcome long-standing Home Office resistance to a broader scheme of a growth-enabling program for young people by which youths can travel between the UK and the EU to study or work.

David Lammy muses openly regarding the “self-evident” benefits of joining an EU customs pact, while a dozen Labour MPs, including the chair of the powerful finance committee, last week supported an opposition proposal on customs union membership.

While Nick Thomas-Symonds, the minister in charge of UK-EU relations, now present at all cabinet sessions, insists the red lines are still in place, there are ways to work around them. One idea would be to announce the start of negotiations now for a more ambitious agreement, to be featured in the next manifesto, with implementation only if securing a new electoral mandate.

The Prime Minister's Deep-Seated Scepticism

However, Starmer has most recently damping it all down again cautioning that rejoining a European customs area would “unravel” the trade pacts with the US, which he views as key accomplishments of his premiership.

It is understood that Starmer's doubts run even deeper, stemming from three further factors.

  1. Firstly, he believes a customs pact is now much harder because his ministers actively diverging from EU regulations in numerous sectors, including the environment.
  2. Secondly, the exorbitant price demanded from Britain to join a European defense initiative and the subsequent collapse of negotiations has convinced UK negotiators that former EU partners are less interested in offering favorable terms with Britain and are more focused on proving that Brexit does not work.
  3. Lastly, the new US national security strategy, praised by Moscow, is seen by key advisors in Number 10 as a reason for Britain to keep its distance from the EU.

An Alarming Strategy and Geopolitical Calculations

This strange and concerning document asserts Europe is threatened by cultural extinction due to Muslim migration. It includes only one reference of the UK, placed beside a proposal that Donald Trump’s administration may interfere in our politics to foster the rise of nationalist movements.

However, instead of concluding that this makes the US an undependable ally, ministers reportedly fear that deeper EU integration would destabilise geopolitics further by endangering precarious American backing for Kyiv, NATO, and other alliances.

Leadership Speculation and The Echo from the Past

This situation returns us to the conference of 2018. Starmer has always said his speech was not an attempt for the leadership but simply an effort to preserve the possibility of remain being on the ballot paper. Indeed, in those days, he still supported a tailored trade agreement of the kind he now appears to be opposing.

Observers within the Prime Minister's office have noticed that Wes Streeting, widely considered would stand in any leadership election, is among a group of cabinet ministers letting it be known they desire greater ambition on Europe.

Aides to the Deputy Prime Minister, another probable runner in a contest to replace Starmer, insist she refuses to comment on her stance on a customs union because it would only “escalate unhelpful speculation”.

The Clear Danger & A Prudent Reminder

The risk is clear. If Starmer rules out more meaningful steps towards EU alignment, he allows rivals to claim the territory where most of the party's supporters are to be found.

It would be wise of him to remember the effect that a short phrase had on his career seven years ago. Potential pathways for a major proposal on EU relations which the PM should not “rule out”; he should prise them open himself, rather than letting rivals makes them his – or her – own.
